Additional security measures for cargo shipments to the USA
March 16, 2007
Dear Customer,
On March 12, the Transportation and Security Administration (TSA) issued new directives related to air cargo transported on passenger and all-cargo aircraft to the United States. The aim of these new rules is to enhance the security level of air cargo transportation and prevent, among others, transportation of ‘stow-a-ways’ in cargo shipments, the so called man-in-the-box.
For cargo shipments transported on all-cargo aircraft to the USA, TSA requires additional measures for shipments with a weight of 68 kilograms (150 pounds) and above as of March 12, 2007. In order to facilitate the implementation of these requirements, we kindly request you to deliver shipments of 68 kilograms and above ‘banded’ on all sides. Banded means that all sides of the cargo shipment are secured with bands or that the shipment is secured with bands on a skid or pallet. The bands must be made of heavy-duty metal or equivalent plastic or nylon material. For clarity’s sake: cargo nets and covers do not meet the criteria.
No additional measures need to be implemented for cargo shipments transported on passenger aircraft as Air France and KLM are in compliance with the EU security regulations, which meet the new TSA requirements.
Based on the current flight schedule of Air France Cargo-KLM Cargo the measure only applies to shipments on Air France freighters to the USA. Despite the fact that the above mentioned requirements are only mandatory on all-cargo aircraft we recommend you to band all shipments with a weight of 68 kilograms and above.

Yours sincerely,
Jacques Leijssenaar
Director Air France Cargo – KLM Cargo Benelux
