You need a trade licence (= Gewerbeschein ) which you can get at the trade office (= Gewerbeamt ) of the town administration (= Stadtverwaltung ).
You´ll be charged a fee amounting from 15 to 60 Euro depending from the city where you´re living.

wenn Du Deine Arbeiten auf privat oder von Vereinen veranstalteten Kunst- oder Kunsthandwerkermärkten verkaufen willst, brauchst Du keinen Gewerbeschein - zumindest nicht in Niedersachsen.

what kind of „markets“
In Austria, for example, you don´t need a „license“ to sell your own „artwork“, if you don´t make a living from these sales (private Flohmärkte, etc.).
