Civil services for US army bases in Germany

Hope you enjoy jour time in Germany! I am a German resident and would be grateful for your advice on the approach to US army bases for local service providers.

I understand US army requests certain departments for certain issues to use alternative dispute resolution (ADR) as a first step to deal with conflicts, e.g. for Equal Employment Opportunity Complaints in Civilian Personnel Management System.

I am a business lawyer with professional experience in international business. Currently I am visiting a course on mediation / alternative dispute resolution (ADR). As I am familiar with English and German language and with international environments in general, there may be opportunities to provide services to US bases in Germany.

I am, however, not familiar with the organization of such bases. I appreciate all kind of helpful hints, e.g. on how to get into touch with the responsible people, selection criteria for service providers, conditions of service assignments, etc.

thank you for asking your question, regarding civil services. If I understand you correctly, you would like to represent civil service employees, who are having legal difficulties at the sight of their employment.

Now, apparently you are a late-comer at the scene because the presence of the U.S. military in Germany is rapidly vanishing and therewith the employment of local nationals, who most likely would be your prime candidates.
Military personnel are represented by a U.S. legal services office, available at every U.S. Community in Europe. However, you may want to contact them for additional information, regarding your personal quest.
On the other hand, as an attorney you are authorized to advertise your services, which you might consider doing via local publications issued in various military communities.

thank you for attending to my query and for wishing me luck. It seems, I did not describe my project entirely clear. I’d like to offer services as a mediator (Alternative Dispute Resolution) to US forces. A mediator is a neutral third party, moderating between the parties. I understand US army has a developed ADR culture for all kinds of conflicts, civil staff only being an example. Maybe I could in particular help in cases with German speaking neighbors, communities, suppliers and also staff, for I am fluent in both languages.
Thank you for the two suggestions of legal services offices and local publications, which I will consider.
Please allow me one further question: In case legal service offices were interested in appointing me for mediating some issue; do you know, whether the order will come from them or does there exist some kind of procurement offices or similar, responsible for issuing service orders?

I am sorry to say that I do not have an answer to your last question. My suggestion to you however would be that you simply contact a Legal Services office near you to have them give you the answer you are seeking.
