Hoeher oder niedriger kann man nicht sagen. Sie sind einfach etwas unterschiedlich und von 2 verschidene Firmen verkauft (ja, Firmen; ja, verkauft).
TOEFL ist fuer Uni-Einschreibung in USA konzepiert. CAE ist fuer Leute in Europa einschliesslich GB.
CAE ist nicht unbekannt in d. USA, wird aber nicht so gut verstanden. Einige Unis akzeptieren NUR TOEFL. CAE kriegt man oder nicht, aber bei TOEFL kriegt man so und so viele Punkte. Man sagt, das ein CAE ist mit 110-120 vergleichbar (z. B. http://www.examenglish.com/examscomparison.php).
