Mein English reicht leider für solche Feinheiten wie zugelassenes Fahrzeug oder Autokennzeichen nicht aus.

Hallo, Andreas - ich würde statt „qualified“ (befähigt) eher sagen „entitled“ oder „authorized“
Auch die umständliche Nebensatzkonstruktion würde ich ein wenig vereinfahen:
„Mr Miller is entitled to use the vehicle (license plate number ABC 123) of the company XXX.“
