Wir wollen ein weiteres Kind hier in Deutschland gibt, wissen aber nicht wohin.

You need to go to the local „Jugendamt“ (you can find out the address from your local authorities, Rathaus, Bürgerbüro, Kreishaus etc.)
All adoptions in Germany need to be done in cooperation with the Jugendamt even if you adopt a child from a different country / a different organisation. They will also know if different conditions apply to you in case you are not German citizens. Don’t, under any circumstances, do it without the Jugendamt as all adoptions in Germany without their approval are considered illegal.
