AutoTrace is a program for converting bitmaps to vector graphics. The aim
of the AutoTrace project is the development of a freely-available
application similar to CorelTrace or Adobe Streamline. In some aspects it
is already better. Originally created as a plugin for the GIMP,
AutoTrace is now a standalone program.

Inkscape kann sowas (und wenn Autotrace als Plugin für Gimp zu haben is, Gimp wohl auch). http://de.wikipedia.org/wiki/Inkscape
In Inkscape, Bild öffnen, markieren (anklicken) und Pfad > Bitmap vektorisieren.
Einfach sind solche Progs nie, weil man muss doch Empfindlichkeit etc einstellen können.
Ach ja und erwarte net viel, egal welcher Wandler 
Die sauteuren machen genauso hässliche Ergebnisse wie die kostenlosen.

im Downloadbereich (http://autotrace.sourceforge.net/index.html#download…sind) doch die Binaries für Windows vorhanden, ist doch schon alles kompiliert…
