heisst es, dass die 21-23k zur deckung der tuition fees sind, oder dass tuition komplett bezahlt werden und man dazu 21-23k als zusätzliches stipendium bekommt?

Jährliche Stipendien (momentan xx pro Jahr) werden allen gemeinsamen(?) PhD-Studenten zur Verfügung gestellen, ebenso werden die vollen Studiengebühren übernommen.

In diesem Zusammenhang kannst du „as is“ mit „ebenso wie“ übersetzen. Mit anderen Worten, diese Ph.D.s bekommen beides, Stipendium und Semestergebühren.
